In addition to the actual leak detection techniques, which are targeted to find "real losses" of water, a water balance can be performed initially, before any of the leak detection techniques are employed.  This has the benefit of establishing the components of Revenue and Non Revenue Water (NRW).  During the process, the estimated volumes of the water that are really being lost are identified, which helps to focus in on the most cost effective techniques for each individual water system.  The most current water balance technique being used in North America is the IWA/AWWA Water Loss Control methodology.
